Аннотация

Сетевая организация и системные принципы управления во взаимоотношениях инновационного бизнеса и государства рассмотрены на материале формирования в России инновационных кластеров и экосистем. В фокус внимания поставлена проблематика формирования инновационных кластеров и экосистем как коллаборативных сообществ, перехода к «кластерной организации управления» (Cluster Governance) как новой продвинутой форме организации инновационного процесса, а также политика государства по поддержке такого перехода вместе с отношениями государства и бизнеса в данном контексте. Показано, что если мы рассматриваем инновационные кластеры и экосистемы не как объекты, а как новый тип организации управления, то это требует нового качества государственного управления, перехода к его современным моделям. Показано отличие инновационных кластеров и экосистем как двух основных форм организации инновационного процесса, реализующих модель Cluster Governance. В основание анализа форм организации инновационного процесса положена та же теоретико-организационная схема, которая используется при типологизации моделей государственного управления: «иерархии – рынки – сети». Гипотеза заключается в том, что эта схема может выступать «общим знаменателем» для рассмотрения моделей государственного управления, организации инновационного бизнеса и взаимодействия бизнеса с государством.
