Отдельные элементы цифровизации отечественной контрактной системы
Аннотация
Современная контрактная система предполагает включение большого количества участников, что приводит к потребности в установлении прозрачной и эффективной системе, обеспечивающей надлежащую степень реализации прав всех заинтересованных субъектов. По мнению авторов, цифровизация отечественной контрактной системы позволит повысить уровень конкуренции на рынке государственных закупок, уменьшить возможность недобросовестного поведения на всех этапах проведения государственных и муниципальных закупок. Достаточно большое количество цифровых систем в настоящее время только разрабатываются, что позволяет оценивать лишь их прикладные возможности в отдельных элементах рассматриваемого механизма. В качестве основных цифровых технологий, внедрение которых возможно в отечественную контрактную систему, взяты искусственный интеллект, BigData, а также деятельность цифровых платформ в целом. На примере функционирования таких технологий продемонстрирована возможность разрешения отдельных практических проблем контрактной системы. Отдельно проанализированы статистические материалы функционирования государственных закупок с учетом применения и реализации отдельных способов определения поставщиков, подрядчиков и исполнителей по государственным и муниципальным контрактам. Особое внимание обращено на взаимосвязи экономических аспектов цифровизации контрактной системы и правовой регламентацией соответствующих общественных отношений.
