ON MECHANISMS OF INVESTMENT SUPPORT OF INFRASTRUCTURE PROJECTS OF THE CHINESE INITIATIVE «ONE BELT, ONE WAY» AND DIGITAL RAILWAY TECHNOLOGIE
Abstract
The article considers infrastructural projects, which China offers participants of the "One Belt, One Way" initiative. Among the most ambitious infrastructure projects that are offered to participants of the “One-Belt, One-Way” initiative includes the construction of high-speed railways. High-Speed Railroad Projects are considered as part of the "One-Belt, One-Way " program, which provides for the development of a transcontinental transport network connecting Western Europe with South-East Asia through the People’s Republic China. The work details the financing of this project. The necessary volume of financing is provided by Chinese investors, which, as a rule, implies the receipt by companies from China of additional advantages in the markets of countries along the route "Belts and paths". The article proposes to consider this project not only from the point of view of transit between Europe and China, but also taking into account transport between countries, within countries and rapidly growing cities. This will change the paradigm of considering such projects for a faster and more balanced financing model, and also get practical results in a short time and with a quick return on investment. When implementing infrastructure projects, compliance with the requirements for the deep localization of production of rolling stock and equipment, attracted material and labor resources, should not depend on the source of investment and its nationality.
