State Policy to Support Education in the Face of a Pandemic

Abstract

This article examines the impact of the pandemic on the education system both in the Russian Federation and in the world. The article describes the state policy aimed at supporting and developing education in the difficult conditions of a pandemic and the global crisis. The state program of the city of Moscow "Development of education in the city of Moscow", the main goals and objectives that were analyzed before this program, and also analyzed the results, allowing to judge the effectiveness of measures. Analyzed the report QS Quacquarelli Symonds, with the topic "The impact of coronavirus on higher education in the world", which was attended by more than 11,000 respondents. The report identifies the main difficulties and problems in the education of foreign students, describes the reasons for the difficulties. The impact of a decrease in academic activity on master's programs is considered. The role of partnership and interuniversity interaction is described.
The problems having a negative impact on the quality of education are analyzed both from the point of view of the teacher, the student and the material support of the educational institution.
The best practices of Russian universities, such as the PRUE named after G.V. Plekhanov, Tomsk State University and Novosibirsk State University, which were able to show outstanding results in the use of methods and tools of distance education. The main platforms used by universities in online education, such as Moodle and DiSpace, are described. The main results achieved in the Russian Federation in the field of education at the end of 2020 are summarized. The main general directions of activities of universities, which will ensure high quality of education and equality in education, are summarized.
